“It was going to be about this corrupt cop and how the worst gang in Gotham City was the Gotham City Police Department. He would have crossed paths with Gordon [Jeffrey Wright] who would have been someone to measure it with. But it would be a battle for his soul. And I loved this idea! It was super cool for me!”

However, as Reeves suggests, executives at Warners and HBO Max did not like the focus on that corrupt character. Consequently, the spinoff will take a radical turn, no longer to talk about corrupt agents, but about the insane criminals who populate the corridors of an infamous asylum.
